Volume 2 provides case studies of target communities. We concentrate on Metropolitan Statistical Areas (MSAs) that have had the greatest increase in median family income. Because most studies focus on the largest areas, we use Volume 2 to focus on "mid-large MSAs," which we define as those with more than 500,000 population but less than 1,000,000. We will then investigate what economic development activities they undertook (both retail and wholesale), and what role those activities played.
